Description Please Note: The starting salary offer will be determined based on the successful candidates' qualifications within the budgeted salary range of $103,488 - $122,736 annually. However, there is ability for longevity growth and progression in salary for the individual once employed. Hybrid: Our physical office is in Olympia WA. This position is flexible/hybrid, with the ability to work from home, and some travel to in-person activities, meetings, and events. What this job is about: As a Budget Advisor , you'll be responsible for analyzing budgets, making budget recommendations to the Governor and presenting the Governor's budget proposal to the Governor, the Office of Financial Management (OFM) Director, OFM's Executive team, state agencies, stakeholders and the Legislature. As a subject matter expert, you'll analyze budget requests and develop budget proposals to meet the Governor's objectives. In this role, you'll need to have the ability to research, understand and communicate sophisticated fiscal models, state laws, and nuanced policy Your expertise will be relied upon to evaluate program needs, develop funding options, and support decision-making and implementation strategies. Duties

What you'll do:

  • Develop and implement models for analyzing fiscal impacts.
  • Prepare detailed fiscal analyses and budget recommendations related to long term care and public health.
  • Perform independent research and analysis of policies and proposals including expected outcomes, state and local costs, implementation strategies, and stakeholder positions.
  • Analyze legislative bills and budget proposals and communicate impacts to senior-level staff.
  • Develop budget provisos, summary texts, and backup documentation to clearly communicate the intent of the Governor's budget proposal to legislators, legislative staff, and other stakeholders.
  • Work with budget analysts, Governor policy staff, legal counsel, agencies, legislative counterparts and stakeholders to develop estimates for forecasted and non-forecasted caseloads and other budget drivers related to people who are justice-involved.
  • Make presentations, attend meetings, and respond to inquiries on budget and fiscal matters to the governor, senior staff, legislators, and stakeholders.
  • Monitor and support state agencies in budget development, budget implementation, program performance, and other fiscal matters.
  • Develop and present recommendations to the executive team and the Governor concerning the costs and effects of budget-related fiscal and policy proposals.
  • Represent OFM on internal and external workgroups or other group assignments related to long term care and public health.

Qualifications

Required:

Education and experience
  • Three years of experience as a state or local government fiscal or public policy analyst.
  • Either a bachelor's degree in finance, public administration, political science, or similar field OR additional related professional experience may substitute for the education requirement on a year-for-year basis.
  • Familiarity with state budgeting practices and procedures and a general understanding of accounting concepts.
  • Research, analytical and communication skills.
Expected analytical competencies
  • Able to research and analyze budgets, models and legislation.
  • Understanding of the following:
    • Policy and budgetary systematic context.
    • State employee compensation and benefit issues and budgets.
    • How budget decisions are made—possesses the ability to articulate the assumptions behind decisions and understands the complexities of competing priorities and scarce resources.
    • Evolving issues and fiscal status of agencies and programs.
    • Federal funding and laws pertaining to long term care and public health.
Technical Skills
  • Knowledgeable/able to learn data systems and tools available to OFM analysts.
  • Expert in Excel and related tools for modeling, analyzing, tracking and reporting information.
  • Able to understand, interpret and use financial information.
Desired:
  • Experience working on long term care and public health and/or other human services budgets and policy.
  • Master's degree in finance, public administration, political science, or similar field.
